EPR Packaging Registration for Small Jewelry Brands: Real Per-Country Costs and What Your Factory Can Do
Since August 12, 2026, the EU Packaging and Packaging Waste Regulation applies in all 27 member states, with no small-business exemption and no minimum volume. One parcel placed on a national market can make you a producer there — with registration and an authorized representative to fund.

One parcel, and you are a producer
The Packaging and Packaging Waste Regulation, (EU) 2025/40 — PPWR — has applied in full since August 12, 2026. It applies directly in all 27 member states, with no transposition layer where national variants soften it and no harmonized small-business carve-out to fall back on.
Under the rules as they stand, a company that places a single packaged product on a national market becomes a producer in that country. Not a small producer. A producer. No minimum volume threshold shields you either: the brand shipping 40 orders a month sits under the same registration obligation as the brand shipping 40,000. That detail surprises nearly every seller who checks it for the first time.
Where jewelry sits in this
A necklace arrives in a box, with a pouch, a care card, maybe a mailer. Every piece of that is packaging in scope. The jewelry itself is your product; the packaging around it is what PPWR regulates, and it is measured by weight and material.
The cost, per country, before you make a sale
EPR is administratively country by country. Germany does not register you for France, and a representative appointed for Spain does nothing for Italy. What small brands generally face on published schedules:
- Producer registration and EPR fees: roughly €300 to €1,100 per country, per year, depending on packaging volume and material.
- Authorized representative: roughly €600 to €2,000 per country, per year, because most countries require a local representative for producers not established there.
- Marketplace verification: Amazon checks EPR compliance country by country and delists listings that fail it.
Ten active markets means the compliance line can pass €10,000 a year, and it is a fixed cost — it does not shrink when sales dip. For a brand doing €60,000 in EU revenue, that is a margin decision, not an admin footnote. What "registered" actually involves
Registering in each country, appointing the representative, filing packaging weight data, and paying a fee based on tonnage. The tonnage fee is where packaging design shows up in your profit and loss: heavier boxes, rigid inserts and laminated mailers all push declared weight up, and the fee follows the weight.
The relief proposals are not relief yet
Two proposals would soften the load for small sellers: an Omnibus proposal that would pause the authorized-representative requirement until 2035, and a German exemption for producers below 10 tonnes. Neither is in force. Planning around them is planning around a draft that may change. Track the official texts, but register as the rules stand today.
Why your Chinese supplier cannot register EPR for you
The producer is the entity placing the packaged goods on the national market — that is you, if you sell into the EU. A Chinese factory is not the producer of record for your brand's packaging. It cannot register on your behalf, cannot appoint your representative, and cannot file your tonnage. Anyone offering to "handle your EPR" from the supplier side is describing a service they are not legally positioned to perform, and paying for it buys you nothing at the marketplace check.
What your factory can genuinely do

On the next order she asked for the weight sheet at the same time as the quote. That took one email — because the packaging was still a choice rather than a finished delivery.

- Which countries do you actually place parcels on the market in? Register there, not "in the EU."
- Have you appointed an authorized representative in every country that requires one?
- Do you hold packaging weight per component for every SKU?
- Is your packaging single-material wherever possible?
- Does your supplier provide a DoC and test evidence per packaging type?
- Do your listings pass each marketplace's country-level EPR verification?
